Expression of Interest for internal audit of “Asia Pacific FCPF Capacity Building Project on REDD+” project for fiscal year 2078/2079 and 2079/2080
BACKGROUND
ANSAB, as a recipient of the Asia Pacific FCPF Capacity Building Project on REDD+ financed by the World Bank, is implementing the Capacity Building Program (CBP) Phase III/ Forest Carbon Partnership Facility (FCPF) Readiness Fund for the southern civil society (CSOs) and local communities (LCs) in Asia Pacific.
PURPOSE
The internal audit of Asia Pacific FCPF Capacity Building Project on REDD+ for the fiscal year 2078/2079 and 2079/2080.
SCOPE OF WORK
The scope of work for internal audit are:

An assessment of the adequacy of the organization’s financial management system, including internal controls;

An assessment of the use of funds in accordance with the relevant financial norms and financial regulations with due attention to economy and efficiency, and only for the purpose for which the financing has been provided;

An assessment of the adequacy of financial and administrative delegation and segregation of duties and controls, and assessing expenditures incurred/ advances provided are duly authorized as per the financial and administrative delegation;

Expenditure incurred are in accordance with the financial norms, operational guidelines, legal agreement or any other clarifications issued from time to time;
-
Adequate and proper supporting documents are maintained and linked to the transactions;
-
Goods and services purchased have been procured in accordance with relevant provisions for procurements;
-
Review of advances paid to staff, their purpose and if the staff rules in this regard are followed. Review the settlement of staff advances as per the operational rule of the projects.
DURATION OF SERVICE: July 2021 - June 2023
QUALIFICATION AND EXPERIENCE
Individuals will be required to meet the following criteria:

CA registered in Institute of Chartered Accountants of Nepal (ICAN);

Five years of experience of auditing of I/NGO;
-
Extensive knowledge and skill of internal auditing and accounting principles and practices;
-
Knowledge on policies, procedures, compliance, regulations and laws of Nepal Government.
PROPOSAL SUBMISSION
Individuals meeting the above criteria are requested to submit their proposals as follow:
1. Technical Proposal
- Confirmation of the Individuals’ understanding of the Terms of Reference and its capacity and capability to deliver on the ToR;
- The methodology, work plan and timelines for undertaking and completing the assignment;
2. Financial Proposal
- A proposal indicating the total fee with budget breakdown.
